The use of ICT for education has been widely encouraged as it is seen as
one of the most effective methods in improving the learning experiences as well
as providing students with better job opportunities, especially in developing
countries such as Cambodia. Accordingly, Cambodia government has actively
attempted to utilize ICT to improve its education system with a strong support
from the development partners, leading to the establishment of “ICT Education
Master Plan 2009-2013.” Yet, the effectiveness of such effort is controversial.
